Referred to the Committee on Armed Services, and in addition to the Committee on Education and Workforce, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Mission UNPLUGGED Act requires the Department of Defense Education Activity (DODEA) to prohibit students from using cellular phones and other distracting electronic devices during regular school hours at military-connected schools. The policy must be established within 180 days of the bill's enactment and allows individual school administrators flexibility in enforcement methods, while including emergency exceptions and accommodations for students with disabilities, medical needs, or English language learning requirements. The bill authorizes $1.2 million in fiscal year 2026 to help schools implement the policy through purchases of lockboxes and other storage equipment. The Director of DODEA must consult with school officials and parent advisory committees before finalizing the policy and is required to submit annual reports to Congress for five years detailing implementation costs and effects on student performance, mental health, and teacher retention.
