The Housing Supply and Affordability Act authorizes the Department of Housing and Urban Development (HUD) to create a competitive grant program to help states, cities, counties, and regional planning agencies develop and carry out plans to increase housing supply and affordability. Grants can be used for planning activities like updating zoning codes, developing affordable housing strategies, improving building inspection capacity, and coordinating with transportation agencies, but cannot fund actual construction or repairs. The program must be established within one year of enactment and allows recipients to spend up to 10 percent of their grants on administrative costs. The grant program will operate for five years, after which no new grants can be awarded, and the entire program sunsets five years after the bill becomes law.
