This bill authorizes the FBI to establish a dedicated task force to combat oil theft in the Permian Basin, a major oil-producing region in Texas and New Mexico. The task force will include at least two full-time FBI employees and coordinate with state, local, and tribal law enforcement agencies to investigate and prosecute oil theft crimes. The legislation also increases federal criminal penalties for oil theft and related crimes—raising maximum prison sentences from 10 to 15 years for transporting stolen oil and equipment, and from 3 to 5 years for interstate shipments by carrier. Additionally, the bill allows federal law enforcement grants (Byrne JAG funds) to be used for local programs targeting oil theft and hiring investigators focused on these crimes. The task force will receive between $100,000 and $1 million in annual funding and must report annually to Congress on charges brought, convictions secured, and spending.
