Referred to the Committee on Science, Space, and Technology, and in addition to the Committee on House Administration, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
This bill directs NASA to transfer the Space Shuttle Discovery from the Smithsonian Institution's museum near Washington, DC to NASA's Johnson Space Center in Houston, Texas within 18 months of enactment. NASA and the Smithsonian must jointly develop a detailed transfer plan with cost and timeline estimates and submit it to Congress within 90 days. Once moved, Discovery will be displayed publicly to promote science and technology education at a location within five miles of the Johnson Space Center, initially under NASA's oversight. Within one year of the transfer, ownership of the shuttle will shift to a nonprofit organization selected by NASA, which must agree to keep the shuttle on public display for educational purposes in the same general area. The bill authorizes whatever funding is necessary to complete the transfer, which may be requested as supplemental appropriations if needed.
