The Rx ACCESS Act amends the TRICARE pharmacy program to expand military beneficiaries' access to prescription medications and impose stricter oversight on pharmacy benefit managers. Starting October 1, 2026, eligible TRICARE members can choose to receive non-generic maintenance medications through any available pharmacy option, rather than being limited to certain distribution methods. The bill requires that retail pharmacies be reimbursed at rates equal to the actual acquisition cost of drugs plus the professional dispensing fee paid under Medicaid in that state, and prohibits pharmacy benefit managers from charging hidden fees or point-of-sale charges to pharmacies. To ensure compliance, the Comptroller General must conduct annual audits of reimbursement rates, pharmacy network adequacy, and beneficiary access, particularly in rural and underserved areas. The Defense Department has 90 days from enactment to submit an implementation plan to Congress.
