The Recycling and Composting Accountability Act directs the Environmental Protection Agency (EPA) to develop comprehensive reports and data on recycling and composting infrastructure across the United States. The EPA must assess existing composting programs, identify legal barriers to expanding them, estimate the costs and land needed for expansion, and create an inventory of materials recovery facilities (which sort and process recyclable materials) every four years. The bill also requires the EPA to gather data on contamination rates, access to recycling and composting services, and national recycling rates, with the goal of providing states and local governments technical assistance to improve their programs.
Additionally, the bill mandates that the Government Accountability Office report biennially on federal agency recycling and composting practices and purchases of recycled products through 2033, and requires the EPA to study what recyclable materials are being lost from the recycling market rather than reused. The legislation provides $4 million in funding annually from 2025 through 2029 to support these activities and prohibits the EPA from imposing unfunded requirements on states, local governments, or tribes.
