The 21st Century Entrepreneurship Act directs the Small Business Administration to develop entrepreneurship and inventorship training programs for disadvantaged youth, including female students, minorities, English learners, students with disabilities, rural students, and low-income students through after-school community learning centers. The bill requires the SBA to create a curriculum for SCORE program volunteers (retired business executives) to teach these students and to establish partnerships between SCORE and community learning centers, working collaboratively with other business development programs and education groups. The legislation also amends existing education and small business laws to formally include entrepreneurship education as an allowable program activity in community learning centers. The bill authorizes $2.5 million annually for fiscal years 2026 through 2030 and requires the SBA to report to Congress every two years on the partnerships established, students reached, funding use, and any improvements needed to the program.
