The RECOVER Act directs the Department of Veterans Affairs to establish a three-year pilot program that awards grants to nonprofit mental health providers for delivering culturally competent, evidence-based mental health care to veterans. Eligible organizations must be nonprofits operating outpatient facilities for at least three years and must train at least one clinician per facility in veteran-focused mental health care. Grants can be used to operate or establish outpatient mental health facilities and to encourage veterans to enroll in VA healthcare, with individual facility grants capped at $1.5 million annually. The law prohibits grant recipients from charging veterans fees for mental health care and requires even distribution of grants between rural and urban areas, with priority given to medically underserved areas, regions with large veteran populations, areas near military bases, and locations with high veteran suicide risk. The program is authorized to receive $20 million annually for fiscal years 2025 through 2027, and the VA must report to Congress within six months of program completion on the number of veterans served, their demographics, treatment outcomes, and any implementation obstacles.
