This bill establishes a 15-member task force, led by the National Institute of Justice, to study how artificial intelligence speech-to-text and automatic speech recognition technologies affect the U.S. court system. The task force will include federal employees, state and federal judges, civil liberties experts, and court record specialists—but explicitly excludes anyone employed by or compensated by AI companies to ensure independence. Within 18 months of the task force's establishment (which must occur within 60 days of the bill's enactment), the task force must deliver a comprehensive report to Congress examining whether these AI technologies affect transcription accuracy, costs for litigants, cybersecurity, and data integrity of court records. The report will also address whether AI-modified records should be marked with watermarks or metadata identifying the technology used, and provide policy recommendations for the judicial system. The task force will submit progress updates to Congress every four months and dissolves after submitting its final report, with no funding amount specified in the legislation.
