The Foreign Service Voluntary Early Retirement Authority Act of 2025 allows Foreign Service employees to retire earlier than current law permits during periods of significant organizational change. Specifically, employees at least 43 years old with at least 15 years of service can voluntarily separate and receive retirement benefits if their agency or component is undergoing major restructuring, reduction in force, or function transfers. The bill applies retroactively to separations beginning January 20, 2025, and going forward. If the Foreign Service Retirement and Disability Fund lacks sufficient funds to pay these benefits, money from the general Treasury will cover the costs. Congress also expresses that employees receiving these early retirement benefits should be allowed to keep their federal health insurance if they had it at the time of separation.
