The Clean Hands Firearm Procurement Act requires the federal government to identify and publicly list licensed firearms dealers with a pattern of selling guns that are quickly used in crimes. Specifically, the bill directs the Attorney General to publish an annual list of dealers who have sold at least 25 firearms traced to crimes within three years in at least two of the previous three years. Starting 180 days after the law takes effect, federal agencies would be prohibited from contracting with dealers on this list unless the Secretaries of Defense or Homeland Security obtain a waiver from the Attorney General for national security reasons. The bill gives the Attorney General 120 days to produce the first list and requires them to notify Congress of any waivers granted. This legislation aims to ensure federal taxpayer dollars do not support firearms dealers with poor track records of selling weapons later used in criminal activity.
