The Saving Hazardous And Declining Environments Act establishes a federal grant program to fund tree planting projects in underserved urban areas. Eligible organizations must submit applications with a five-year timeline and budget, involve their communities in planning decisions, and prioritize projects that prevent resident displacement. Grant funds can cover planning, tree purchases, site preparation, planting labor, and up to five years of tree maintenance and monitoring. The bill authorizes $50 million annually for the program from 2026 through 2036.
