The measure builds on the 2024 REPO for Ukrainians Act, which already authorized the U.S. to seize Russian assets domestically, and references an international declaration calling for repurposing approximately $300 billion in frozen Russian assets. To enforce compliance, the resolution recommends that the President incentivize countries to confiscate these assets by prioritizing U.S. weapons sales to cooperative nations while deprioritizing sales to those that refuse.
