Local governments and nonprofit organizations can apply for grants up to $100,000 each per fiscal year to construct, restore, renovate, or maintain these memorials, though recipients must provide matching funds equal to at least 50 percent of the grant amount. The Secretary must prioritize projects with strong community support and those honoring individuals who demonstrated exemplary public service or acts of bravery. The program is authorized $2 million annually from fiscal years 2026 through 2030, and the Secretary must establish it within six months of the bill's enactment.
