This bill modernizes federal housing assistance programs for Native Americans, Alaska Natives, and Native Hawaiians by expanding access to funding and streamlining program administration. The legislation increases flexibility for tribes and tribal housing entities in using technical assistance funds, expands eligibility for housing counseling grants and homeless assistance programs, and strengthens loan guarantee programs by raising government guarantees to 100 percent on certain Indian home loans and Native Hawaiian housing loans while allowing more lenders to participate. The bill also establishes a pilot program to address homelessness among Native Hawaiians and authorizes appropriations for these housing programs through fiscal year 2033. Additionally, the bill provides the HUD Secretary with new emergency powers to suspend grant funds when necessary and requires the department to submit reports to Congress on housing challenges in Alaska and among Native Hawaiians within 180 days.
