This bill establishes a task force led by the National Academy of Sciences to address the environmental and health impacts of 6PPD, a chemical used in all vehicle tires that breaks down into a toxic compound called 6PPD-Q when exposed to weather and washed into waterways. The task force, which must be formed within 60 days and include representatives from federal agencies, tribal governments, tire manufacturers, environmental groups, and research institutions, will coordinate research efforts, share data among agencies and researchers, and recommend federal funding opportunities to develop safer tire alternatives that maintain vehicle safety standards. The task force will also identify ways to reduce 6PPD exposure through street sweeping and stormwater treatment, and will create an online repository to share findings and resources with tribes, state governments, manufacturers, and the public. The task force must meet at least three times annually and submit annual reports to Congress describing its findings and recommendations for expediting the testing and adoption of 6PPD alternatives. The legislation addresses the urgent problem that 6PPD-Q runoff has been shown to be acutely toxic to coho salmon and other aquatic species on the Pacific coast.
