This bill creates a National Manufacturing Advisory Council within the Department of Commerce to strengthen U.S. manufacturing competitiveness. The council will bring together up to 30 members from private industry, academia, and labor unions to advise the government on manufacturing policies, workforce development, supply chain issues, and regulatory challenges. The council must meet at least twice a year and produce an annual strategic plan with recommendations for Congress and the Commerce Department on how to keep the United States competitive in global manufacturing. The council will automatically terminate five years after its first meeting, and the bill specifically states that no additional federal funding is authorized for its operations. The Commerce Secretary must establish the council within 180 days of the bill's enactment, working with other cabinet officials including the Secretaries of Labor, Defense, Energy, and Education.
