The Unearth America's Future Act is a comprehensive bill designed to strengthen U.S. domestic production of critical materials essential for national security, clean energy, and manufacturing competitiveness. The bill establishes a loan program offering up to $2 billion for domestic projects and $500 million for foreign projects, along with federal tax credits ranging from 7.5% to 25% for businesses investing in critical material extraction, processing, and recycling facilities. It also creates a National Center for Secure and Transparent Critical Material Supply Chains within the Department of Commerce and authorizes $30-100 million annually for the center and $1-10 billion annually for loans and research through fiscal year 2035, with additional funding of $150 million annually through 2030 for pilot grants. Recipients of federal funding must comply with prevailing wage standards, labor union rights, and collective bargaining requirements, and are prohibited from transactions with foreign adversaries or countries of concern for a 10-year period. The legislation aims to reduce dependence on foreign supply chains while promoting environmental sustainability, workforce development, and innovation through research partnerships with universities, national laboratories, and private companies.
