This bill establishes a new Southeast New England Program within the Environmental Protection Agency to protect and restore coastal watersheds in Rhode Island and southeastern Massachusetts. The program would provide federal grants to states, local governments, nonprofits, tribes, regional planning organizations, and universities for projects that reduce pollution, restore contaminated sites, improve water quality, reduce stormwater runoff, protect habitats, and support workforce development in these regions. Eligible organizations would receive grants covering up to 75 percent of project costs, with the federal government providing $30 million annually from 2027 through 2031. The EPA would coordinate with other federal agencies and could establish working groups to streamline efforts. No more than 10 percent of grant funding could be used for technical assistance, and administrative costs are capped at 5 percent of annual appropriations.
