This bill establishes youth advisory councils within five federal agencies: the Environmental Protection Agency, Department of the Interior, Department of Energy, Department of Agriculture, and Department of Commerce. Each council will consist of 15 to 25 members aged 16 to 29 who provide recommendations to their respective agency on environmental issues affecting young people, with a focus on climate change, pollution reduction, and environmental justice. The law requires that at least half of council members come from or work in disadvantaged communities, ensures geographic diversity, and includes members from various backgrounds such as businesses, schools, nonprofits, and governments. Each agency will receive $250,000 annually from fiscal year 2027 through 2037 to establish and operate their councils, which must meet at least once per year and submit annual reports with their recommendations.
