This bill, called the Russia's War on Faith Act, requires the State Department and Defense Department to investigate and report on Russian efforts to suppress religious freedom in occupied Ukrainian territories. Within 120 days of passage and annually for three more years, these agencies must document religious persecution, identify destroyed or seized religious buildings, count affected religious minorities, and list individuals and entities responsible for these violations. If the President certifies that listed individuals or entities have engaged in religious persecution, he must impose existing sanctions available under laws targeting human rights abuses, Russia-related actions, and other foreign activities. The sanctions can be lifted if the President later determines someone no longer engages in such conduct. The legislation aims to hold accountable those involved in what Congress describes as Russia's systematic campaign against Christians, Jews, Muslims, and other non-Russian Orthodox religious groups in occupied Ukraine.
