The Cyber PIVOTT Act of 2025 establishes a federal scholarship program designed to address the shortage of cybersecurity professionals by providing full-tuition scholarships to students pursuing cybersecurity training at community colleges and technical schools. The program aims to grow from 250 enrolled students in the first year to 1,000 students annually within ten years, ultimately reaching 10,000 trained cybersecurity workers, with participants who fail to meet employment obligations facing repayment of their scholarships as federal student loans. The bill also directs CISA to review existing cybersecurity education programs and report on supporting related initiatives like the CyberCorps Scholarship for Service Program.
