Referred to the Committee on Energy and Commerce, and in addition to the Committee on Financial Services, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The DASHBOARD Act of 2025 requires the Securities and Exchange Commission and Federal Trade Commission to establish new rules governing how companies that collect and profit from user data must disclose information to consumers and investors. The legislation targets large commercial data operators and data brokers—companies with over 100 million monthly U.S. users that generate significant revenue from selling or using consumer data—requiring them to disclose the economic value of user data they hold in their financial filings and provide consumers with clearer information about what data is collected and how it's used. Companies must also give users the ability to delete their data through a simple mechanism every 90 days, with limited exceptions for legal obligations and fraud prevention. The Federal Trade Commission has one year from enactment to write regulations implementing these requirements, and the SEC must develop valuation methods for user data and file a report to Congress within three years assessing how companies are complying with these new disclosure standards.
