This bill requires the Attorney General and Director of National Intelligence to submit a comprehensive report within 120 days describing how artificial intelligence systems are being used to access sensitive foreign intelligence information collected under the Foreign Intelligence Surveillance Act. The report must detail each AI system's name, function, testing process, developer, training data, and any limitations, along with when it gained access to this information and what oversight mechanisms exist. The report will be submitted to congressional intelligence committees, the Senate and House Judiciary Committees, and the judges of the Foreign Intelligence Surveillance Court, with an unclassified version made publicly available online. Going forward, before deploying any new AI system with access to this sensitive information, the agencies must notify the same entities and assess whether the use complies with existing law and court procedures. The bill essentially creates a transparency and oversight requirement for government use of artificial intelligence in intelligence operations.
