The National Nursing Workforce Center Act of 2025 establishes a two-year pilot program to create or strengthen state-based nursing workforce centers that will collect data, conduct research, and develop strategies to address nursing shortages across the country. The bill authorizes up to $1.5 million annually for fiscal years 2026 and 2027 to fund these centers through grants to states, nonprofits, schools of nursing, and other eligible organizations, which must match federal funding at a rate of at least $1 for every $4 in federal support. State nursing workforce centers will analyze nursing education capacity, study workforce trends, develop recruitment and retention programs, and support leadership development to help address shortages in underserved areas and specialized nursing fields. The legislation also creates a national coordination center to support these state programs through technical assistance, data standardization, research, and policy analysis. Secretary of Health and Human Services must report to Congress annually on the program's progress, findings, and recommendations for reducing nursing shortages nationwide.
