The CHATBOT Act requires AI chatbot companies to obtain verifiable parental consent before teenagers can create accounts, with parents given the option to set up protected family accounts and the ability to revoke consent at any time, causing the company to suspend or delete the teen's account. The law automatically applies default safety settings to teen accounts and prohibits companies from requiring government ID for identity verification. The Act preempts conflicting state laws but allows states to impose stronger child protections and preserves existing federal education and children's privacy laws like FERPA and COPPA. The National Science Foundation and Government Accountability Office must each complete studies within two years examining the law's impact on teen social engagement and mental health, as well as company compliance and the effectiveness of parental controls. The law takes effect one year after enactment.
