119th (2025–2027)
S. 4424
This bill would prohibit colleges and universities from receiving federal research and development funding for five years if they accept funding from specified foreign sources to conduct research on sensitive technologies. The restriction applies to work in areas considered critical to national security, specifically artificial intelligence, biotechnology, and quantum information science. The ban targets funding from governments designated as concerns, including China, Russia, Iran, North Korea, Venezuela, Cuba, Turkey, and Qatar, as well as entities owned or controlled by these governments. The bill allows the Secretary of State to add additional countries to the list. The five-year penalty period begins when the institution receives the foreign funding, regardless of whether the research itself relates to national security. The measure amends the 2021 National Defense Authorization Act and contains no specific funding authorization or implementation timeline beyond the five-year restriction period.
