H.R. 4433
The Toxic-Free Beauty Act of 2025 bans 27 specific harmful chemicals and contaminants from cosmetic products sold in the United States. These banned substances include formaldehyde, mercury, certain parabens, phthalates, and industrial chemicals like toluene and styrene, as well as contaminants such as lead, asbestos, and 1,4-dioxane at specified levels. The ban applies to all cosmetics—including makeup, skincare products, fragrances, and hair care items—and affects manufacturers, importers, and distributors of cosmetic products sold across state lines. The bill takes effect on January 1, 2027, giving companies time to reformulate their products and clear shelves of banned items. Additionally, the legislation preserves the right of individual states to maintain their own cosmetic safety requirements, preventing federal rules from overriding stricter state-level protections.
