119th (2025–2027)
H.R. 4457
The Housing Is a Human Right Act of 2025 is a comprehensive bill designed to address homelessness and housing instability by combining direct assistance programs, anti-discrimination protections, and new revenue streams. The legislation establishes several new initiatives including a Community Development Block Grant Plus program to fund local homelessness services, a $10 million annual library grant program to serve homeless individuals, and requirements that federal housing assistance recipients adopt Housing First strategies and provide staff training in trauma-informed care. The bill also expands voting access for homeless individuals, reforms the federal Interagency Council on Homelessness to include people with lived experience of homelessness, and amends existing law to give homeless services longer timelines (365 days instead of 30) to use vacant federal properties. To fund these programs, the bill creates three new taxes on high-value real estate transactions, anonymous property transfers, and large rental landlords, with revenues allocated across emergency shelter grants, continuum of care programs, and community development initiatives—authorized at up to $10 billion annually for 10 years.
