The bill divides regulatory oversight between the USDA and FDA, with the USDA handling labeling and inspection of cell-cultivated products under existing meat and poultry inspection laws, while the FDA oversees manufacturing safety and cell-culturing processes. Within 180 days of enactment, the USDA and HHS must jointly develop standards of identity for these products, and within 90 days they must revise their existing 2019 memorandum of understanding to clarify their respective roles in regulating cell-cultivated protein products.
