The PATH to the Foreign Service Act would create a streamlined pathway for former United States Agency for International Development officers to transition into the Foreign Service at the Department of State. Former USAID Foreign Service members would be eligible for appointment at grades matching their prior rank and service record, and would be exempt from taking the Foreign Service Entrance Exam if they previously met entry requirements and served in good standing. The bill requires the State Department to award hiring preference points to applicants with USAID experience and to fully credit their prior service toward seniority, retirement eligibility, and other career milestones. The State Department must issue implementation guidance within 180 days of the law's enactment to ensure consistent application of these provisions. The new pathway would expire after five years unless Congress extends it.
