The Medicare Orthotics and Prosthetics Patient-Centered Care Act aims to improve how Medicare covers artificial limbs, braces, and other orthotic and prosthetic devices for beneficiaries with limb loss and orthopedic conditions. The bill prohibits Medicare from paying for orthotics and prosthetics that are drop-shipped directly to patients without proper fitting and training from a qualified practitioner, reducing incentives for fraud and ensuring patients receive appropriate care. It also expands which healthcare professionals—including physical therapists, occupational therapists, orthotists, and prosthetists—can provide these items without going through competitive bidding processes, and guarantees Medicare coverage for replacement of custom-fitted and custom-made orthotics when medically necessary. The Secretary of Health and Human Services must issue final regulations within one year to implement these changes.
