Referred to the Committee on the Judiciary, and in addition to the Committee on Ways and Means, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Gun Safety Incentive Act requires firearm manufacturers, importers, and dealers to include written notices promoting safe storage and provide safe storage devices with all handgun, rifle, and shotgun sales starting January 1, 2027. The bill directs the Attorney General to establish and publish best practices for safe firearm storage in various settings like homes, vehicles, and businesses, with updates required at least annually. To help distribute storage devices, the bill creates a grant program funded at $10 million per year through 2035, allowing states and tribal governments to establish programs that provide free or subsidized locks and storage cases to the public, with at least 75 percent of grant funds going directly to distribution. Additionally, the bill provides a 10 percent federal tax credit (capped at $400) for retail purchases of qualifying safe firearm storage devices through 2032. Congress will receive annual reports on grant recipients and funds distributed, and the Treasury will track total tax credits claimed by state.
