This bill authorizes the federal government to help fund and develop the Dry-Redwater Regional Water Authority System, a water supply project serving rural counties in eastern Montana and one county in North Dakota. The project will provide safe drinking water and industrial water supply to residents and businesses in Dawson, Garfield, McCone, Prairie, and Richland Counties in Montana, plus McKenzie County in North Dakota. The federal government will cover up to 75 percent of the planning, design, and construction costs, with the remaining costs shared by state and local partners, and the bill authorizes $602 million in federal funding over the period from fiscal years 2027 through 2037. The Water System will receive power from the federal Pick-Sloan Missouri River Basin Program at standard firm power rates to operate its pumping stations and water treatment facilities. The bill preserves Montana's authority over state water management and clarifies that the local water authority will own and operate the completed system.
