This bill creates a new Office of Climate Change and Health Equity within the Department of Health and Human Services to coordinate the federal government's response to how climate change affects public health. The Office will track climate-related health threats like heat waves and infectious diseases, support vulnerable communities including low-income and communities of color, and help the health care sector reduce its own greenhouse gas emissions. Within one year of enactment, the Secretary of Health and Human Services must publish a comprehensive national strategic action plan addressing these issues, consulting with multiple federal agencies, state and local governments, and affected communities. The bill also establishes a science advisory board and requires periodic reports to Congress. The legislation authorizes $10 million annually through fiscal year 2031 for the Office's operations, plus $2 million for the strategic action plan and $500,000 for the advisory board in fiscal year 2026.
