Referred to the Committee on Small Business, and in addition to the Committee on Science, Space, and Technology, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.

The bill extends a Small Business Administration grant program through September 2030 and mandates that federal agencies increase outreach efforts to include researchers at minority institutions and Hispanic-serving colleges and universities. Within 90 days of the bill's enactment, the SBA must update its policy directives to require this enhanced outreach and provide direct application assistance to small businesses, especially those in states that have historically received few SBIR or STTR awards. This legislation aims to broaden participation in federal innovation funding programs across diverse geographic areas and minority-serving academic institutions.
