This legislation establishes the Senator Paul Simon Study Abroad Program in the Department of State to significantly increase the number of American college students who study abroad before graduation. Currently, only about 10 percent of U.S. college students study abroad, and the bill aims to reach 1 million undergraduate students annually within 10 years, with particular emphasis on increasing participation among low-income students, students of color, first-generation students, and those with disabilities. The program will award competitive grants to colleges and universities, either individually or through consortiums, to expand study abroad opportunities and encourage programs in less common destinations, especially developing countries. Eligible institutions must demonstrate institutional commitment to study abroad, have plans for evaluating progress, and establish health and safety guidelines. The bill authorizes such funding as necessary beginning in fiscal year 2027 and requires the Secretary of State to submit annual reports to Congress on the program's progress.
