H.R. 4545 requires Medicare to ensure that patients receiving a medically necessary mastectomy are informed about their coverage for breast reconstruction surgery before the procedure takes place. Under current law, breast reconstruction following mastectomy is already covered by Medicare under national coverage determination 140.2, but this bill mandates that healthcare providers explicitly tell patients about this benefit and document that conversation in their medical records. The requirement takes effect one year after the bill is enacted, giving healthcare providers time to implement the new notification process. The legislation affects Medicare beneficiaries undergoing mastectomies and the hospitals and suppliers providing these services. No new federal funding is specified in the bill, as it primarily establishes an informational requirement within the existing Medicare payment structure.
