The Scientific Integrity Act would require federal agencies that fund, conduct, or oversee scientific research to establish and enforce policies protecting the integrity of their scientific work. Each affected agency would need to adopt a policy within 90 days that prohibits suppression or alteration of scientific findings, prevents retaliation against scientists, and ensures hiring and personnel decisions are based on merit rather than politics or ideology. The bill also requires agencies to appoint a Scientific Integrity Officer, establish dispute resolution processes, provide ethics training, and submit annual reports on complaints and policy changes to Congress and the public. The Office of Science and Technology Policy would review and approve all agency policies, coordinate best practices across agencies, and the Comptroller General would conduct an implementation review within two years of the law taking effect.
