The bill allows states, local governments, and tribal governments to use federal emergency preparedness grants to purchase equipment and supplies specifically for pets, including collapsible crates, mobile trailers, veterinary supplies, emergency shelters, generators, and rescue equipment. It also increases the federal reimbursement rate for these pet-related preparedness activities from 50 percent to 90 percent of costs, making it more affordable for communities to prepare for animal emergencies. Additionally, the bill requires that emergency preparedness plans account for the needs of animal shelters that care for homeless, lost, or unwanted companion animals before, during, and after major disasters. The legislation builds on lessons learned from Hurricane Katrina and establishes a framework to help protect millions of pets during future emergencies.
