The MARKET Act of 2026 requires the Secretary of Agriculture to publish an annual report assessing how dependent the United States is on exporting agricultural products like soybeans, corn, beef, and dairy to adversarial countries. The bill defines foreign adversaries as countries already designated as such under existing law, plus any countries the Secretary determines pose risks to U.S. national security. Each annual report must identify vulnerabilities in accessing these adversarial markets, recommend ways to reduce reliance on them, and suggest alternative markets in friendly nations where the U.S. could increase agricultural exports. The Secretary must coordinate with the U.S. Trade Representative, Commerce Secretary, and State Secretary when preparing these reports and recommendations. Companies may voluntarily provide information for the assessments, but the law protects private business data by requiring all published information to be presented in aggregate form and by keeping trade secrets confidential.
