This bill establishes a federal demonstration program to combat golden mussels, an invasive aquatic species, primarily targeting the Sacramento-San Joaquin Delta and other infested U.S. waters. The program, managed by an existing federal Task Force in partnership with state and local governments, ports, universities, and nonprofits, will focus on research into the mussels' biology, develop monitoring systems, create control and eradication methods, and provide technical assistance to regional entities. The bill also creates a competitive grant program awarding funds to states, universities, nonprofits, and industry partners to develop technologies for removing golden mussels from water intakes, boat hulls, infrastructure, and other locations. The Task Force must develop control and eradication guidelines within one year of the bill's enactment. The legislation authorizes $15 million annually for fiscal years 2026 through 2030 to implement the program.
