The PATRIOT Parks Act allows the National Park Service to charge international tourists an additional surcharge on top of regular entrance fees to national parks, with proceeds going directly to the specific park where the fee was collected for maintenance, visitor services, and staffing. Park superintendents would set surcharge amounts themselves (excluding the Washington Monument and international peace parks with special agreements), aiming to maximize revenue while maintaining visitation levels. The surcharge would apply to international visitors admitted on tourist visas and would be collected through existing park fee systems or third-party travel vendors. Additionally, international visitors purchasing the annual National Parks Pass would pay a surcharge that goes into a national fund for park restoration rather than staying at individual parks. The bill gives the Interior Secretary flexibility to suspend, modify, or increase surcharges as needed.
