H.R. 4606
Ally's Act requires private health insurance plans—including employer-sponsored and individual coverage—to cover auditory implant devices like cochlear implants and bone conduction implants, along with associated care and services for people with hearing loss. Covered items include the devices themselves, maintenance, repairs, upgrades every five years, hearing assessments, surgery, pre- and post-operative care, and rehabilitation services. The bill prohibits insurance companies from imposing stricter cost-sharing or treatment limits on these hearing-related services compared to other medical benefits, and prevents them from denying coverage when a doctor or audiologist determines the care is medically necessary. The requirements apply to most private plans beginning January 1, 2026, and the bill does not specify dedicated federal funding, as the costs would fall on insurers and plan sponsors.
