The PERFECT Act of 2026 requires the Secretary of Defense to publish and regularly update a list of dietary supplement ingredients and performance-enhancing substances that are prohibited for military service members. The list must be made available in multiple formats including a full-view website, a searchable database, and downloadable files to help service members and retailers easily identify banned ingredients. For first-time violations involving non-controlled supplement ingredients, commanding officers have the discretion to offer education or counseling instead of discipline if the service member acted in good faith, such as by purchasing from a Department of Defense retailer or conducting a good faith search of the prohibited list. The bill specifies that possession of prohibited dietary supplement ingredients shall not be considered drug abuse and exempts service members from administrative separation for first violations if certain conditions are met. The Secretary of Defense must submit implementation reports within 120 days and two years of enactment, and then annual reports for five years documenting disciplinary actions and the effectiveness of education efforts related to dietary supplement safety.
