Referred to the Committee on Energy and Commerce, and in addition to the Committees on Science, Space, and Technology, Education and Workforce, and Foreign Affairs, for a period to be subsequently determined by the Speaker, in each case for consideration of such provisions as fall within the jurisdiction of the committee concerned.
The Smart Cities and Communities Act of 2025 establishes a comprehensive federal framework to help communities adopt advanced technologies that improve public services, safety, and efficiency while protecting cybersecurity and privacy. The bill creates an Interagency Council on Smart Cities to coordinate federal efforts, establishes a free online resource guide for states and local governments, and funds regional demonstration grants covering up to 50 percent of technology costs for local governments including small, rural, and Tribal communities. It also authorizes $100 million annually through 2030 for a workforce training program targeting job seekers in technology fields, and dedicates $20 million annually for technical assistance from the Department of Energy and international trade promotion of U.S. smart city technologies. The legislation includes cybersecurity protections by establishing a working group within the Department of Commerce to help communities evaluate and defend smart technologies against cyber threats, ensuring that the benefits of smart infrastructure are distributed equitably across all types of communities.
