The legislation mandates that the Department of Homeland Security establish policies for camera use, training, and handling of footage within 60 days, with particular attention to limiting misuse of facial recognition technology and ensuring footage is available to parties involved in legal proceedings related to immigration enforcement actions. Immigration enforcement staff who fail to keep their cameras recording when required face disciplinary consequences including furlough, pay reduction, or suspension for up to 30 days, and the burden falls on them to prove any equipment malfunction. The bill requires the Department of Homeland Security Inspector General to conduct annual privacy impact assessments of how the footage is collected and used, but does not authorize any new federal funding, instead requiring implementation using existing budgets.
