The strategies must account for local political and economic conditions while aligning with broader U.S. foreign policy goals, with the Bureau of Counterterrorism designated as the lead entity overseeing all strategies. The bill requires the Bureau to brief Congress within 90 days of enactment on which countries and regions it will prioritize and to provide annual updates on strategy development, implementation, and how these plans guide funding and diplomatic decisions. Strategies must be reviewed and updated annually or more frequently if terrorist threats or policy priorities change significantly.
