S. 4699
This bill restores federal funding to the Multi-State Information Sharing and Analysis Center, a cybersecurity network that serves state, local, tribal, and territorial governments. The legislation requires the Department of Homeland Security to establish a cooperative agreement ensuring that all eligible state and local entities receive free access to core cybersecurity services, threat intelligence, and incident response support, with special focus on smaller jurisdictions with limited budgets and cybersecurity staff. Within 60 days of enactment, the bill directs the government to develop an outreach plan to re-engage entities that previously left the program and to recruit new members facing elevated cyber risks. The bill appropriates $50 million annually beginning in fiscal year 2027 to support these efforts, and requires annual progress reports to Congress on membership levels, threat intelligence activities, and the effectiveness of outreach to under-resourced communities.
