This bill establishes a U.S.-Ukraine Strategic Defense Innovation Working Group to collaborate on developing, producing, and acquiring unmanned systems and related defense technologies. The working group, chaired by senior Pentagon officials and including Ukrainian military and defense industry representatives, will analyze combat lessons from Ukraine's military operations, identify Ukrainian-designed unmanned systems that have proven effective in combat, and explore joint development and production agreements between the two countries. The group will prioritize integrating Ukrainian systems into U.S. defense programs, assess supply chain requirements, and identify regulatory barriers that need to be removed to accelerate procurement and manufacturing. Congress will receive initial briefing within 120 days of enactment and semiannual progress reports thereafter detailing identified systems, acquisition pathways, supply chain analysis, and intellectual property frameworks. The working group will operate for five years with a possible one-year extension if the Secretary of Defense determines it remains vital to national security.
